The difference between them is whether or not there is movement. Into is used when something or someone is going or being put into another location.
e.g 1) She dived into the water
2) he threw the letter into the fire
Whereas IN is used to describe where someone or something already is.
e.g 1) She is in her room
2) the toy is in the box
