"Good for you" can mean the same thing as "I'm happy for you", however...
"Good for you" is sometimes said sarcastically with a meaning closer to "that may be good for you, but I don't care" (or "I'm not really happy about it"). The meaning depends a lot on the intonation and context.
"I'm happy for you" is more literal and straight forward (basically meaning "I'm happy that you are happy"). However, it's not always said with sincerity.
For example, you might say "I'm happy for you" because it is the socially appropriate/expected response in a given situation even though you may not actually be happy (you're just pretending to be happy).

pythonpoole's answer is 100% correct. However, I want to offer an explanation for how they are different, without considering the sarcastic/sincerity element.
I'm happy for you, emphasizes the emotion more. Good for you emphasizes the result more. But they are indeed very close.
If someone called me to tell they are getting married soon, I would say "Wow, I'm so happy for you." I wouldn't say "Good for you."
If my friend told me they finally got the courage to quite the job they hate, I would say "Good for you!" I wouldn't say "I'm happy for you."
I could use either phrase in either situation, but the one I suggested is better, as it matches the feeling and result in the best way. Learning about someone getting married has lots of emotion and strong feelings. Quitting a bad job, is an important result to make your life better.
As you can see it's very close. I don't think they are phrases you have to worry too much about mixing, or using in the wrong situation, they both can work well in most of the same situations.

i thought it is same to "よかったね" in Japanese. we sometimes say the ward sarcastically.
