“On top of that” = added to that (in addition to that) [often bad things]
→ He’s a neurosurgeon and, on top of that, he speaks seven languages.
→They were holding hands, and, on top of that, they were kissing.
→ We missed the flight and, on top of that, the next flight was the next day.
[There’s a different expression “to be on top of” which means “to be able to control or deal with” or “to be up-to-date or current with.”]
“To top it off” = [for the last in a series of items] to make something complete [OR. often, in a series of bad things] here’s the worst thing [OR. less often, in a series of good things] here’s the best thing
→ We saw a movie, had dinner, and, to top it off, went dancing.
→ The airline lost our luggage, the cabdriver tried to cheat us, and, to top it off, the hotel could not find our reservation.
→ We got a special appetizer, free drinks and, to top it off, a tour of the kitchen by the chef himself.
(With a series of bad things, “to top it off” has the nuance of “Just when you think things could not get any worse, they did.)

wow... that's such a great explanation!
so,
"on top of that" is simillar to "what's worse was...."
and "to top if off" is along the lines of "what's worst was that...."?
(so basically both sayings mran the same but the difference is in the intensity... i guess...)
please teach me more if i got this wrong!

You got it!
Quite literally, when you “top off,” say, an ice cream sundae, you put a cherry on top of it. It’s like the finishing touch that makes the sundae “even” better. So, when you say “to top it off” it’s like “and then there is this thing that makes what I’ve described even worse (or better)” like a cherry on a sundae makes the whole thing even better. (“On top of that” doesn't have quite the same nuance.)
But also “to top it off” is used with at least three things (A, B and, to top it off, C)—if you say it with just two, it sounds weird—and “on top of that” can be used with just two “A and, on top of that, B” (but usually more).
