"even those who completely _subsume_ ecological policies under the narrow ends of ..." 是什麼意思

The rest of the sentence, which I understand, is "... human health and well-being cannot attain their modest aims, at least not fully, without being joined by the supporters of deep ecology"

This is a highly convoluted sentence but I think it's trying to say that people who only want better environmental policies for the purpose of improving human lives need to work together with people who have broader (or deeper) goals for environmental policies or awareness.
