This sentence compares the police's attraction to muslims with a bull chasing a red cloth in a Spanish bull fight.
for the Five-O to go Rambo on ya=
five-0 is slang for police
"going rambo" is slang for being unnecessarily brutal. (rambo is a movie)
ya is slang for you
The whole thing is just an overexaggerated way of saying "police constantly single out muslims for random searches"

It's weird because it starts out sounding like an ordinary statement of fact, then it drops into heavy street slang halfway through.
