"Correct" fixes it and "modify" changes it. Modify does not always mean to make better.

To modify is just to change, to correct is to change to make it better.

To correct is to fix something wrong to make it right. To modify is to change or to alter something; while modifying something doesn't inherently mean you're making something better, you generally don't modify something to make it worse. For example, "I corrected Johnny's answer" and "I modified my project to meet the specified requirements."
