They're basically the same, except "it'd be appreciated if" is a bit more round about. It also might mean that someone else would be the one who is appreciative, like a company or a group for instance. "I'd appreciate it" is much more common. I think it sounds better too.

"I'd appreciate it if..." is clearly stating that you would appreciate it and it implies sincerity.
Ex: I'd appreciate it if you helped me.
But "it will be appreciated if..." is a passive form, meaning it could be appreciated by anyone, not necessarily just you.
Ex: It will be appreciated if you could get this done on time [by me, by my boss, by my company, etc.] Note: it sounds a little bit more natural to say "it would be".

"i'd appreciate it if" is your personal opinion in 1st person. you can say "i'd appreciate it if you stay away from my daughter" or "i'd appreciate it if you could tell me whats on your mind". "it will be appreciated if" is 3rd person and used to express how things would turn up. like "it will be appreciated if your contract with the company is open for negotiations". its like "i like to paint the wall green" and "the wall will be painted green"
