In the first sentence you would say "He was one of the five players chosen to start the game" but basically these sentences mean the same thing.

*He was one of the five players chosen to start the game.
Well, it actually means the exact same, except that in the 2nd sentence they left out the part, which said that they were "chosen".

The first sentence is incorrect, although you could say, "He was one of the five players chosen to start the game" and this would mean the same as the second sentence.
