all files on officers seconded to other departments. 是什麼意思

Hello,

I'm having difficulty in understanding this sentence:

"When he ran Manchester in the eighties his team kept hand-written copies of all files on officers seconded to other departments."

Does it mean "the man who ran Manchester ordered his team to duplicate all the files about an officers who moved to other departments by handwriting"?

You have understood, but in case it's unclear "seconded" means to be transferred temporarily.

So, officers seconded to other departments would work elsewhere for a while and then return to their previous job. This happens when workload varies across the organisation or when staff are moved to get wider experience.
