Bitches is really only used for women. Men can, but rarely use it. Mostly only when joking/kidding around. Raj, is slightly more feminine in general as a character :3 'hit it and quit it' is a phrase meaning to have a one night stand, or rather have sex with someone once, and then never see them again. He's saying to lock up your daughters because no father would want a guy to take advantage of their daughter in that way.
