Secondly "whomever" is used as the object of a sentence. You are using it as the subject, so it should be "Whoever had invented this is a genius. What is the name of this device". The BrE spelling is "device" and you need to split it into two sentences.
A correct example of the use of "whomever" is "He can give his money to whomever he wishes".
