To talk is something you do with another person or thing. You can "talk to someone", but you can also "talk to a wall". You cannot "talk a word".
To say is something that can take an object. You can "say something" or "say a phrase", but you would not "talk a phrase". You cannot "say someone" but you can "say something to someone".
The sentence "say someone" would probably need to have quotes around someone, like "say 'someone' ", and is really in the imperative, asking the person to say the literal word "someone".
To speak describes most the action of making the sound. So you could "speak a phrase", or "speak with someone", but the focus is on the sounds you are making. So one could "speak softly", or "speak loudly."
Speak is also the word we use to describe the language we use, so you would "speak french", not "talk french" or "say french". You can "talk in french" or "say it in french", but it is most natural to say that one "speaks French".
Hope that's not too confusing and mostly correct!

Their really isn't a difference, you can say speak or talk the same way. the only difference guess you can say speak is more formal then talk.
Ex:
I want to speak to someone
I want to talk to someone

In the English language since there are so many words and phrases that mean the same thing it's really all about the inflection of the words and phrases which determines how people will perceive what you're saying.
