不自然
You would just need to add person after "Japanese," so it becomes, "I've never talked to a Japanese person." Otherwise you may sound a little derogatory. :-)

To or with can be used both, but it's not just "with a Japanese" you need to add 'person or girl or boy"
"With a Japanese person/boy/girl"
