Extra space after the comma, otherwise it's fine.
If you were speaking to someone in the US, primary/elementary school is redundant. I would have said...
Chinese start learning English in the 3rd grade, but few people are able to speak it well.
Or...
Even though students in China are taught English from the third grade, very few people can speak it well.
Or...
Students in China are taught English in elementary school, but few people can speak it well.

well primary school is more of a UK thing, US call it elementary school. so if you use third grade with primary school its a little weird. i guess you can say "Chinese learn English since primary 3" it means 3rd grade
