About "what to" "when to" etc.

Does "I don't know what to..." mean "I don't know what I should..."? or "I don't know what I must..."? or neither?
Similarly, is "I don't know when to use this." the same with "I don't know when you use this."? ("you" that includes you, I, and other people?)
