I believe that this only happens in elementary school, it's a way of including everyone in on the festivities. It isn't romantic at all so I agree.

I've never heard of it but that sounds cute. At my elementary school, we would just give out Valentine cards and candies to our classmates.

Now a days that's what happens now, but when I was in elementary (10 years ago I believe) we used to hug and stuff like that.
