Consider- It means to think something through.
For example: Consider going on the trip with us on Thursday.
Consider to be- Is the same as above, but with extra words so its use differently.
Example: Consider to be chosen to answer questions in class on Tuesday.
Consider as- Not very commonly used. This phrase is usually used when someone wants to think about something they are going to say.
Example: Consider as you're walking home and you see a crime. What do you do?
