"I am confused" refers to the state of being, such as 'I am hungry'.
"I got confused" refers to the past, such as 'I got a cat'.
It changes the time frame that is being referred to.

It means the same thing, but when you say “I am confused” you’re saying you are confused at that moment (present time). When you say “I got confused” it means you WERE confused (past time).
