to Send is when you give or package something to someone or somewhere (ex: He sent the mail to her through the mail, She was sent an e-mail). to Send off is when someone puts someone else somewhere (ex: She was sent off to Iraq); this is often used with the military or some type of battle. to Send out is to be exiled or to be banished but with a better connotation (ex: She was sent out of the store for inciting chaos).

Max7879’s answer is pretty good. I would say that “to send” can refer to any kind of message or object not delivered in person but through some kind of intermediary or agent/agency (postal, eMail, etc.). To “send off” emphasizes more a particular person or thing being sent in a particular direction away from the speaker, e.g. “I’m sending you off on an errand”; “I’m sending off this package to Max”. It can also be used as a noun: “I’m giving him a big send-off” means I’m planning to celebrate his departure for somewhere else in some way (could be ironic as well meaning you’re going to do something nasty to show how glad you are to see him gone!). “To send out” is more general and widespread as far as direction e.g. I’m sending out an eMail to everybody”. There’s an old song “I’m sending out an S.O.S”. eMail blasts are “sent out”. Hope this helps.
