I guess "to hear about something" includes more details.
On the other hand, "to hear of something" means you're aware of it vaguely, and not necessarily know any details.
But I think "to hear of something or someone" is much more likely to be used in a different meaning.
It means "to know of or become aware of someone/something's existence.
e.g.
I've never heard of this guy. Who is he? Did he do something illegal?

For me, they all have the same meaning. 3 sounds a little like you only heard indirectly about his arrival, but that is a very slight nuance

1 sounds like you're aware of it, but you don't know the details. 2 sounds like you are completely unaware of it and this is the first time you've been told about it.
