To be honest, to put it bluntly, to be frank. To be honest tell the truth. To be frank means to say something like "you're not funny" to be blunt means the same thing as to be frank just the better way of saying it

They all mean to be honest, but on different levels.
To be honest is to tell the truth. This means telling the truth generally in any circumstance.
To be blunt is to be brutally honest, to tell someone a horrible honest truth for example if you said to someone "You are ugly." then you are being very blunt.
To be frank is a less horrible version of being blunt. To be frank is to be nice about it, "To be frank you're not the best looking person." this is nicer than the blunt version of "You are ugly" :)
