They have the same meaning, but use can differ. I would use propose more for solutions, although you can use suggest for this too. The difference is "propose" has more of a "teamwork / joint decision" feel to it, while "suggest" is more simple, like a 1-time recommendation.
Suggest can also be used for recommendations based on opinion for things such as food or services. In this case, "what do you suggest?" means something like "What do you think is good?" You would not "propose a ham sandwich," but you might "propose a trip" to a diner for lunch. Overall, propose is more formal.
Examples:
What does the committee propose we do about the water leak?
We drafted a proposal (wrote out what we propose) for the new program.
I can't seem to get myself to sit down and do my work. What do you suggest? (or "Do you have any suggestions?")
I was thinking of repainting my living room. What color do you suggest?
[Then there's the other use of propose, for marriage. You don't "suggest" marriage. You "propose" it.]

They both can be use the same way in some case (when it comes to consideration).
But
suggest is more for advising, stating
propose is more claiming, it's alot strong than suggest
Ex.
I suggest we have a meeting tomorrow.
I propose we have a meeting a voting.
-usually propose is saying like there should be a vote on this
