Angry is more related to rage, and upset is more related to sadness. So if someone looks angry, they might look mad. While if someone was upset, they might look sad.

Angry is mad. upset is sad. So if someone looks sad or their mood is down, they would be upset. but if they look mad, then they are angry.

On a scale from 1 to 10 with irritated being a 1 and rage being a 10, I would say upset is a 3 and angry is a 7.
