You are right, its too formal. You're mixing them up.
Formal conversation:
"Hey, How are you?"
"I'm fine. How are you?"
---------------
Informal:
"Hey, what's up?"
"Nothing much, you?" OR "what's up!" (you can just respond with the same thing back in this case).

If you say "I'm fine" they will know you mixed up the greeting. When we say "what is up?" we are asking "how is your life" and NOT "how are YOU in your life?"
So you can't say "I'm fine." You would say "it's been good."
So you can say this:
"Hey, what's up?"
"Its been good." or "things have been fine."

You can answer with that. To be polite back, you can ask in return “I’m fine, how are you?” There aren’t really any formal ways of replying to the phrase “Hey, What’s Up?” Hope this helps! :)

@nicolehello Oh, really? I guess you are right. But its not something I'd ever do, since I'm really familiar with each one as a "set" conversation.
Like, when you say "what's up?" the subject is not "what are YOU up to?" but rather "what are the things around you doing (to you)?" therefore, you'd say "its been fine." instead of "I am fine."
I dunno, that's just how I see it. ¯\_(ツ)_/¯
