What is the capital of Hokkaido?
I think "where is the capital of Hokkaido ?" is not correct, is it? I happened to read a book at a store about common mistakes Japanese people make, and it says that "where" implies direction in this case and the answer will be in the west area of Hokkaido. For using "what", the answer will be the capital name of Hokkaido.
Do you have any comments about this?
And please correct my mistakes.

That's correct.
If you're asking someone to point it out on a map or to describe to you the location of the capital of Hokkaido, "where" would be correct. If you're asking someone to tell you the name of the capital of Hokkaido, "what" would be correct.
