Which should I use? I know the Japanese English education is based on American English like Philippines. I'm always curious.

Both sound natural to me, one is referring to the people of the government and the other is referring to the government itself.

No necessarily, they both can be talking about the government. Its like saying the government as a whole (its best) or as a group of individuals (themselves).
