In the US, regulations are a more flexible part of laws, it is specific. A law would be the broad term, and a regulation would be the government's take on how to enforce that law.

For example, there is a law here that let citizens own guns. A regulation is how those guns can be distributed, owned, etc.

In this article, it would make the regulation of having to be "fired for good cause" law-- meaning that the current administration cannot fire counsel members and similar positions without defending their reason in court.
