it means go ahead and do something because it is not going to matter if something is done or not.
example: "you may as well ask that question. if you don't ask no one else will."
"May as well" indicates a lack of concern with the outcome of some action or event.
example of a conversation:
you: "it's supposed to rain..."
me: "It may as well rain. Soccer practice is cancelled anyway. The coach is sick."

I think that “May as well” or “might as well” are what you say when you feel there is no harm in doing something, or you should just get it out of the way. Its confusing to explain 😅
