I always refuse the drinking parties my friends plan cos the prices at Izakaya are expensive. So one of my friend asked me like that.
We go to Japanese bar "Izakaya" where you can drink as much as you can for a certain period of time, if you pay a fixed fee.

offer is probably a better word than set in this case
