They are very similar but I think the word "close" is usually used when describing burns close to "someone" whilst the word "near" is usually used when describing near to "something". For example
Can I come "close" to you
The shop is "near" the end of this road.
Plus I think close is used for describing when someone of something is really close to you like within reach whilst near is a bit beyond reach.
