When I was collecting my parcel at reception desk, a guy asked me : did you win the lottery? Why did he ask me about lottery? Is that because he noticed I live in room 484? Or maybe he was not talking to me？

From your description, looks like he was making a joke likening your getting a parcel with winning the lottery. Was your parcel pretty big?
