dear my foreigner friends is better if you want the video to appeal to the people that are not Korean. If you want it to only appeal to people that are Korean use hello my Korean friends.

“Dear my foreigner friends” doesn’t sound normal at all.
If you are appealing to foreigners
“ My Dear Foreigner Friends”
“Hello, My Foreign Friends” would both work.
My teenage daughter (who are interested in Korea) just said that “Dear Friends From Foreign Lands” would be a cute title.
