Yes. Surprisingly, is not illegal for stores to sell food past the "best before" date. (But most places don't actually do this because customers will not buy food that is not fresh).

Best before = after this date, the food will not be completely fresh, but you can still eat it.
Expiration date = do not eat the food after this date
