Does that mean the highest number of people attending the movies is 90 millions or There are 90 million people attending the movies weekly on average?

Is this talking about one movie or in general?

90 million is a lot of people so maybe it is weekly.

I’m not sure if the authors mean in 1930, 90 mil people go to the movies on weekly average or they mean the highest number of audiences going to the movies in a week is 90 mil? 90 mil is a lot right, considering the fact American population at that time was around 123 mil. 😂 I‘m amazed.

"at the peak" means at the highest point - so, during the period of the highest attendance, it averaged 90 million attending weekly. Compare to the Depression years when attendance averaged 70 million a week.
